Yeni d\u00fczenlemeler merakla beklenirken, bu d\u00fczenlemelerin i\u00e7eri\u011fine dair ipu\u00e7lar\u0131 da yak\u0131ndan takip ediliyor. Yetkililerin a\u00e7\u0131klamalar\u0131 \u00e7er\u00e7evesinde yeni yasal d\u00fczenlemenin mevcut kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7lerinde ya\u015fanan sorunlara \u00e7\u00f6z\u00fcm getirmesi bekleniyor.<\/p>\n<p>Mevzuattaki a\u00e7\u0131klar\u0131n baz\u0131 ki\u015filer taraf\u0131ndan art niyetli kullan\u0131lmas\u0131 ve buna ba\u011fl\u0131 yasal itirazlar nedeniyle \u00e7al\u0131\u015fmalar\u0131n t\u0131kanmas\u0131 s\u0131kl\u0131kla ya\u015fanan bir sorun olarak g\u00f6r\u00fcl\u00fcyor. Bu sorunun giderilmesi amac\u0131yla, art niyetli itirazlara neden olan maddelerin yeniden d\u00fczenlenmesi ve bu yolun kapat\u0131lmas\u0131 bekleniyor.<\/p>\n<p><strong>Finansman Sorunu <\/strong><\/p>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm kapsam\u0131nda mevcut gayrimenkul\u00fcn\u00fc kendisi de\u011fi\u015ftirmek isteyen ki\u015filerin vergiden muaf tutulmas\u0131 ve bu ki\u015filere faizsiz kredi verilmesine dair \u00e7al\u0131\u015fmalar yap\u0131l\u0131yor. Bu noktada gerekli finansman\u0131n sa\u011flanmas\u0131 amac\u0131yla \u0130ller Bankas\u0131\u2019n\u0131n kentsel d\u00f6n\u00fc\u015f\u00fcm bankas\u0131 haline getirilmesi bekleniyor. S\u00fcrece kaynak yarat\u0131lmas\u0131 amac\u0131yla Bakanl\u0131klara ait sosyal tesislerin sat\u0131lmas\u0131 ve buralardan gelecek gelirin kentsel d\u00f6n\u00fc\u015f\u00fcme aktar\u0131lmas\u0131na dair d\u00fczenlemeler \u00f6ng\u00f6r\u00fcl\u00fcyor.<\/p>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmas\u0131 yapan belediyelere finansman deste\u011fi sa\u011flanmas\u0131na y\u00f6nelik d\u00fczenlemelerin yap\u0131lmas\u0131 da \u00f6ng\u00f6r\u00fcl\u00fcyor. Projelerin ba\u015flama a\u015famas\u0131nda Belediyeler i\u00e7in faizsiz kredi sa\u011flanmas\u0131 bekleniyor. Mevcut kentsel d\u00f6n\u00fc\u015f\u00fcm projelerinde, proje alan\u0131nda ya\u015fayan ki\u015filerin proje s\u00fcresince ikamet edece\u011fi rezerv alanlar olu\u015fturuluyor. Ba\u015fta \u0130stanbul olmak \u00fczere baz\u0131 b\u00f6lgelerde rezerv alan konusunda sorunlar ya\u015fan\u0131yor. Yeni d\u00fczenleme ile rezerv alan sorununa y\u00f6nelik tedbirler de \u00f6n g\u00f6r\u00fcl\u00fcrken, d\u00fczenleme ile baz\u0131 yeni alanlar\u0131n rezerv alan olarak kullan\u0131ma a\u00e7\u0131lmas\u0131 bekleniyor. Mevcut sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcn\u00fcn yan\u0131 s\u0131ra yerli \u00fcr\u00fcnlerin kullan\u0131m\u0131n\u0131n te\u015fvik edilmesi gibi ek maddelerin de yeni d\u00fczenleme de yer almas\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor. D\u00fczenlemenin kanunla\u015fmas\u0131 ve uygulanmaya ba\u015flanmas\u0131 ile kentsel d\u00f6n\u00fc\u015f\u00fcm projelerinin daha da yayg\u0131nla\u015fmas\u0131 bekleniyor.<\/p>\n<p><strong>D\u00f6n\u00fc\u015f\u00fcmde Son Durum <\/strong><\/p>\n<p>2012 y\u0131l\u0131ndan bu yana t\u00fcm T\u00fcrkiye&rsquo;de ba\u011f\u0131ms\u0131z birim olarak 530 bin konut, d\u00f6n\u00fc\u015f\u00fcm alanlar\u0131nda ise 435 bin konut d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc. T\u00fcrkiye&rsquo;de riskli olarak g\u00f6r\u00fclen 7 bu\u00e7uk milyon civar\u0131ndaki yap\u0131n\u0131n 2018&rsquo;den itibaren d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi hedefleniyor. Bu \u00e7er\u00e7evede kentsel d\u00f6n\u00fc\u015f\u00fcm kapsam\u0131nda her y\u0131l 500 bin konutun yenilenmesi ve d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi planlan\u0131yor. Bu s\u00fcre\u00e7te \u00fclke ekonomisinde ortalama 40 milyar dolarl\u0131k bir hacim olu\u015fturulmas\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor.<\/p>\n<p>T\u00fcrkiye genelinde sat\u0131lan konut say\u0131s\u0131 her y\u0131l art\u0131\u015f g\u00f6steriyor. \u00d6yle ki 2013 y\u0131l\u0131nda 1.157.190, 2014 y\u0131l\u0131nda 1.165.382, 2015 y\u0131l\u0131nda 1.289.320, 2016 y\u0131l\u0131nda da 1.341.453 konut sat\u0131\u015f sonucu el de\u011fi\u015ftirdi. 2017 y\u0131l\u0131 verileri, y\u0131l sonunda yeni bir rekorun k\u0131r\u0131labilece\u011fi y\u00f6n\u00fcnde. Ge\u00e7en y\u0131l\u0131n ilk 9 ayl\u0131k d\u00f6neminde 935.811 olan konut sat\u0131\u015f rakam\u0131, 2017 y\u0131l\u0131nda Ocak-Eyl\u00fcl d\u00f6neminde y\u00fczde 10\u2019luk bir art\u0131\u015f g\u00f6stererek 1.030.728 oldu. Yasal d\u00fczenlemelerin de katk\u0131s\u0131 ile in\u015faat ve konut sekt\u00f6rlerindeki bu y\u00fckseli\u015fin s\u00fcrmesi bekleniyor.<\/p>\n<p><strong>Yabanc\u0131lara Ta\u015f\u0131nmaz Sat\u0131\u015f\u0131<\/strong><\/p>\n<p>May\u0131s 2012 tarihinde Tapu Kanunu\u2019nda ger\u00e7ekle\u015ftirilen de\u011fi\u015fiklik ile yabanc\u0131 uyruklu ger\u00e7ek ki\u015filerin \u00fclkemizde ta\u015f\u0131nmaz edinmesinde kar\u015f\u0131l\u0131kl\u0131l\u0131k \u015fart\u0131 aranmas\u0131 uygulamas\u0131 kald\u0131r\u0131ld\u0131 ve 183 \u00fclke vatanda\u015f\u0131na T\u00fcrkiye\u2019de \u201cm\u00fctekabiliyet ko\u015fulu aranmaks\u0131z\u0131n\u201d ta\u015f\u0131nmaz edinme hakk\u0131 verildi. Yabanc\u0131 uyruklu ger\u00e7ek ki\u015filer \u00fclkemizde nitelik bak\u0131m\u0131ndan her t\u00fcrl\u00fc ta\u015f\u0131nmaz (konut, i\u015f yeri, arsa, tarla) edinebiliyor.<\/p>\n<p>T\u00fcrkiye\u2019de ge\u00e7erli mevzuata g\u00f6re, ta\u015f\u0131nmaz m\u00fclkiyetinin devrini ama\u00e7layan resmi s\u00f6zle\u015fmelerin mutlaka ta\u015f\u0131nmaz\u0131n bulundu\u011fu Tapu Sicil M\u00fcd\u00fcrl\u00fcklerinde yap\u0131lmas\u0131 gerekiyor. Ayr\u0131ca, resmi sat\u0131\u015f \u00f6ncesinde noter huzurunda \u201csat\u0131\u015f vaadi s\u00f6zle\u015fmesi\u201d imzalanmas\u0131 da m\u00fcmk\u00fcn.<\/p>\n<p>Yabanc\u0131lar kanuni s\u0131n\u0131rlamalara uymak kayd\u0131yla, T\u00fcrkiye\u2019de i\u015fyeri veya mesken olarak kullanmak \u00fczere, ta\u015f\u0131nmaz sat\u0131n alabiliyorlar. Ancak farkl\u0131 \u015fehirlerde de olsa, yabanc\u0131 bir ki\u015finin T\u00fcrkiye\u2019de sat\u0131n alabilece\u011fi ta\u015f\u0131nmazlar\u0131n toplam y\u00fcz\u00f6l\u00e7\u00fcm\u00fc 30 hektar\u0131 ge\u00e7emiyor. Ayr\u0131ca ta\u015f\u0131nmaz al\u0131m\u0131 \u00f6ncesinde, b\u00f6lgedeki askeri makamlardan izin al\u0131nmas\u0131 da gerekmektedir. Yabanc\u0131 uyruklu ger\u00e7ek ki\u015filer, \u00f6zel m\u00fclkiyete konu il\u00e7e y\u00fcz \u00f6l\u00e7\u00fcm\u00fcn\u00fcn y\u00fczde 10\u2019una kadar ta\u015f\u0131nmaz ve s\u0131n\u0131rl\u0131 ayni hak edinebilmektedirler. 2017\u2019nin ba\u015f\u0131nda, en az 1 milyon dolar tutar\u0131nda ta\u015f\u0131nmaz\u0131 \u00fc\u00e7 y\u0131l sat\u0131lmamas\u0131 \u015fart\u0131yla sat\u0131n alan yabanc\u0131 uyruklulara T\u00fcrk vatanda\u015fl\u0131\u011f\u0131 verilmesi uygulamas\u0131n\u0131n yan\u0131 s\u0131ra Nisan itibariyle yabanc\u0131lara konut veya i\u015fyeri olarak in\u015fa edilen binalar\u0131n ilk tesliminde KDV istisnas\u0131 sa\u011flanmas\u0131 uygulamas\u0131 getirildi. Yabanc\u0131lara 87.400 Konut T\u00fcrkiye\u2019de son 4 y\u0131lda yabanc\u0131lara y\u00f6nelik konut sat\u0131\u015f\u0131 y\u00fczde 49 art\u0131\u015f g\u00f6sterdi. S\u00f6z konusu d\u00f6nemde yabanc\u0131lara y\u00f6nelik toplam konut sat\u0131\u015f\u0131 72.159 olarak kay\u0131tlara ge\u00e7ti. Ayn\u0131 d\u00f6nemde Antalya 22.514 konut ile yabanc\u0131lar\u0131n en \u00e7ok tercih etti\u011fi il olurken, bunu 21.331 konut ile \u0130stanbul izledi.<\/p>\n<p>Yabanc\u0131lara sat\u0131lan konutlar\u0131n yar\u0131s\u0131ndan fazlas\u0131 Antalya ve \u0130stanbul\u2019da yer ald\u0131. 2013-2016 y\u0131llar\u0131nda yabanc\u0131lar bu illerde toplam 43.845 konut edindi. Ayn\u0131 d\u00f6nemde yabanc\u0131lar\u0131n konut ald\u0131\u011f\u0131 di\u011fer iller 4.148 konutla Bursa, 3.296 konutla Yalova, 3.326 konutla Ankara olurken, Ayd\u0131n, Trabzon, Sakarya ve Mersin yabanc\u0131lar\u0131n konut al\u0131m\u0131 i\u00e7in tercih etti\u011fi di\u011fer iller oldu.<\/p>\n<p>2013 y\u0131l\u0131ndan bu yana yabanc\u0131lara toplam 87.400 konut sat\u0131ld\u0131. 2013-2016 y\u0131llar\u0131nda, yabanc\u0131lara y\u0131lda ortalama 18.000 konut sat\u0131l\u0131rken, 2017 y\u0131l\u0131n\u0131n 3. \u00c7eyre\u011fi itibari ile yabanc\u0131lara sat\u0131\u015f\u0131 yap\u0131lan konut say\u0131s\u0131 15.241 oldu. Y\u0131l sonu itibari ile bu rakam\u0131n 20.000\u2019i a\u015fmas\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor.<\/p>\n<p><strong>En \u00c7ok Irakl\u0131lar Ald\u0131 <\/strong><\/p>\n<p>T\u00fcrkiye\u2019den en \u00e7ok gayrimenkul alanlar ise, Irak, Suudi Arabistan ve Kuveyt uyruklu yabanc\u0131lar oldu.
